2023 Mathematics Instructional Resources
Resources to Support Mathematics Instruction
The Virginia Department of Education, in conjunction with mathematics leaders and teachers, are in the process of developing resources to support educators with the instruction of the 2023 Mathematics Standards of Learning. These resources are intended to support mathematics instruction and to inform the development and review of Highly Qualified Instructional Materials (HQIM).
- NEW! Mathematics Instructional Guides: These documents provide support to mathematics educators as they implement the 2023 Mathematics Standards of Learning. They include three sections: Understanding the Standard, Skills in Practice, and Concepts and Connections. Mathematics Instructional Guides are available for all grades and courses, K - Algebra 2, and can be found on the 2023 Mathematics Standards of Learning webpage.
- NEW! Mathematics Instructional Guide FAQ Document (Word | PDF): An FAQ document has been developed to provide information about the purpose, structure, intended audience, and use of the Mathematics Instructional Guides.
- NEW! Concepts and Connections Articulation Guide (Word | PDF): As a supplement to the Mathematics Instructional Guides, the Mathematics Concepts and Connections Articulation Guide provides support in identifying concepts aligned to the 2023 Mathematics Standards of Learning (SOL) that articulate across mathematics grade levels or courses. This guide connects prerequisite learning within the context of new learning in such a way that allows teachers to build and support connections between the relevant prerequisite (subsumed) skills and grade level/content area work in support of students’ access to content. The Concepts are interrelated and support the Connections to illustrate commonalities and connections.
- Overview of Revisions: These documents provide a comparison of the 2016 Mathematics Standards of Learning to the 2023 Mathematics Standards of Learning. They highlight significant changes in the standards including parameter changes and clarifications, additions, and deletions. They are available for each individual grade level or course. In addition, a K-12 Overview of Revisions document is also available (Word | PDF).
- Narrated Overview of Revisions Presentations: These PowerPoint presentations highlight significant changes and revisions in the 2023 Mathematics Standards of Learning. They are available for grades K - Algebra 2, and are available in PowerPoint and PDF formats.
- Prioritization of Content: These documents outline the prominent content changes between the 2016 Mathematics Standards of Learning and the 2023 Mathematics Standards of Learning. Instructional notes are also included to support divisions as they prepare for full implementation of the 2023 Mathematics Standards of Learning during the 2024-2025 school year. These documents are available in Word and PDF formats for each grade level or course K - Algebra 2. In addition, the information shared in the following webinar may be helpful.

- Exemplar Mathematics Instructional Plans: These exemplar documents provide educators with examples of instruction aligned with the 2023 Mathematics Standards of Learning. These examples of how the knowledge, skills, and processes found in the SOLs can be presented to students in the classroom can guide the development and review of Highly Qualified Instructional Materials. - Understanding the Standards: These documents include the important understandings and key concepts that assist teachers in planning standards-focused instruction. The information may include definitions, explanations, or examples that support the mathematics content. These are available for all grade levels and courses and can be found on the 2023 Mathematics Standards of Learning webpage.

Mathematics and NAEP Framework Analysis: As part of the comprehensive review of the Standards of Learning to increase rigor and expectations for students, VDOE had an external party review the new Mathematics Standards of Learning (SOL) in comparison to the 2026 National Assessment of Educational Progress (NAEP) Mathematics Framework. NAEP is a national assessment that sets the benchmark for what students should know and the progress of the nation’s students. The crosswalk and analysis found overall strong alignment between Virginia’s new Mathematics SOL and the NAEP Mathematics Framework.
