News & Announcements

Applications and course submissions for the 2024-2025 school year may be submitted beginning January 1, 2024. Applications and course submissions must be received by 5 p.m. Eastern Standard Time on February 1, 2024.

The review period, approval and denial process will be from February 2, 2024 – May 1, 2024. Multidivision online providers (MOP) will be notified through email during this process.

Additionally, the 2023 Mathematics Standards of Learning were approved by the Virginia Board of Education on August 31, 2023. The 2023 Mathematics Standards of Learning will be fully implemented during the 2024-25 school year without a crossover year. Please see the 2023 Mathematics Standards of Learning webpage for additional information. All providers that plan to offer mathematics courses during the 2024-25 school year must have new or revised 3rd party correlation reports approved by VDOE staff. Acknowledging the compressed time frame for implementation, in addition to the published 30- day submission window beginning January 1, 2024, virtual learning staff will open a second course submission window from April 1, 2024 - April 15, 2024, to allow additional time for the development and acquisition of required 3rd party correlation reports prior to submission.

The 2022 General Assembly passed legislation to implement the Virginia Literacy Act (VLA) for grades K-3. The 2023 GA session expanded the legislation to include K-5 core, and K-8 supplemental and K-8 intervention. Approved K-5 courses may continue to be utilized for the 2023-24 school year. Beginning in school year 2024-25, literacy instruction must be implemented using one of the K-5 Approved Core Instructional Programs.  For providers who are listed as Approved Core Instructional Programs, submit proof of documentation via the VirtualPrograms mailbox during the MOP window. All other MOP must utilize one of the Approved Core Instructional Programs for literacy instruction, and submit proof of documentation via the VirtualPrograms mailbox during the MOP window.

The Draft 2024 English Standards of Learning were presented to the Board of Education and accepted for first review on January 25, 2024. The 2024 English Standards of Learning will be instructionally implemented during the 2024-25 school year. It remains to be determined when the assessments will be updated to align with the new Standards. All providers that plan to offer secondary English courses during the 2024-25 school year must have new or revised 3rd party correlation reports approved by VDOE staff (Note: This requirement is separate from the previous Virginia Literacy Act (VLA) information that affects English Grades K-5).

Acknowledging the compressed time frame for implementation, virtual learning staff will open a special course submission window for revised secondary English courses only from June 3-17, 2024, to allow time for the development and acquisition of required 3rd party correlation reports prior to submission.

General Information

A provider seeking initial approval to become a MOP must submit a complete application by the date and time listed in the News & Announcements section. Incomplete applications will not be considered. A written decision regarding the approval or denial of the application will be provided within 45 business days of the close of the application period. Local school boards in Virginia may enter into contracts with approved MOP to offer approved courses coupled with virtual instructors.

Please submit the application and required documents via the virtualprograms@doe.virginia.gov mailbox by the due date referenced in the News & Announcements section.

Course Submission

New applicants and currently approved MOP may submit new or revised courses for approval during the application window.

SOL course submissions must include a correlation report from a third-party correlation service that verifies Virginia SOL correlation at a minimum level of 90% on the course’s upper-level strands. An upper-level strand is met through a minimum of 90% correlation of its related objectives, concepts, and skills. Career and Technical (CTE) course submissions must include a CTE Competency Alignment form indicating a 90% or higher correlation on all Upper-level strands and related objectives, concepts, and skills including Workplace Readiness Skills. The curriculum area at the CTE Resource Center can be helpful with this process.

Elective course submissions do not require a correlation report.

Email attachment requirement- Multiple SOL and CTE documents should be compressed separately prior to being emailed.
