Five Career and Technical Education State Entitlements

The General Assembly continued state Lottery funding for the five Career and Technical Education (CTE) state entitlements for this fiscal year. CTE Professional Development Sessions

The Virginia Department of Education is pleased to offer live, virtual professional development sessions for CTE administrators and work-based learning coordinators. Please refer to CTE Memo 233-24 for dates, session descriptions and registration details. Recordings and transcripts of these CTE Professional Development Sessions are available on the CTE Professional Development page.


Application for New Career and Technical Education Program/Course

School divisions can request VDOE approval of new CTE programs and/or courses at any time of the year but must be approved prior to including any budget items in the Career and Technical Education Local Plan and Budget Application.

Strengthening Career and Technical Education for the 21st Century Act (Perkins V)

The purpose of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) is to develop more fully the academic knowledge and technical and employability skills of secondary education students and postsecondary education students who elect to enroll in career and technical education programs and programs of study.  Also see Federal Programs – Carl D. The Career and Technical Education (CTE) Federal Program Monitoring Review System is designed to focus on continuous program improvement and student achievement.

CTE Civil Rights Reviews

Monitoring the prohibition of discrimination in Virginia school divisions that have career and technical programs and receive federal financial assistance

The Career and Technical Education Programs Guidelines for Eliminating Discrimination and Denial of Services on the Basis of Race, Color, National Origin, Sex and Disability (34 C.F.R. Part 100, Appendix B) require each state education agency to adopt a compliance program to prevent, identify and remedy discrimination on the basis of race, color, national origin, sex or disability by its local education agencies. Under these guidelines and adopted procedures, the Virginia Department of Education (VDOE) is mandated to conduct four on-site compliance reviews annually of school divisions that provide career and technical education programs and receive federal financial assistance. These reviews are conducted to determine whether school divisions are meeting the requirements of the following civil rights laws:

  • Title VI of the Civil Rights Act of 1964 (prohibiting discrimination based on race, color, and national origin) 34 CFR Part 100
  • Title IX of the Education Amendments of 1972 (prohibiting discrimination based on sex) 34 CFR Part 106
  • U.S. Department of Education Title IX Final Rule (carries the force and effect of law as of August 14, 2020)
  • Section 504 of the Rehabilitation Act of 1973 (prohibiting discrimination based on disability) 34 CFR Part 104
  • Title II of the Americans with Disabilities Act of 1990 (prohibiting discrimination based on disability) 28 CFR Part 35
  • Vocational Education Programs Guidelines for Eliminating Discrimination and Denial of Services on the Basis of Race, Color, National Origin and Handicap (Guidelines) 34 CFR Part 100 Appendix B

As the state education agency responsible for assisting the Office for Civil Rights (OCR) in the accomplishment of its mission, VDOE, Office of Career, Technical, and Adult Education, selects school divisions based on a target plan pre-approved by the OCR. This plan is designed to identify school divisions with the greatest potential for noncompliance with civil rights laws.

Current Regulations

The Regulations Governing Career and Technical Education, adopted by the Virginia Board of Education in 2011, became effective December 19, 2012. Implementation of the regulations began on July 1, 2013.
