Meeting of the Advisory Board on Teacher Education and Licensure (ABTEL) - Monday, April 1, 2024

The Advisory Board on Teacher Education and Licensure (ABTEL) will convene on Monday, April 1, at 9:00 a.m. at the Embassy Suites By Hilton Richmond Hotel (Henrico County), 2925 Emerywood Parkway, Richmond, Virginia 23294. The meeting is open to the public and will be livestreamed on the VDOE YouTube Channel.

Public comment will be accepted. Written public comment is always accepted and should be emailed by noon Tuesday, March 26, to Alice.Bryant@doe.virginia.gov with the subject line, ABTEL Comment for April 1, 2024. All written comments received by the deadline will be shared with Advisory Board members in advance of the meeting.

Requests to address the Advisory Board during the public comment portion of the meeting should be emailed by noon Wednesday, March 27, to Alice.Bryant@doe.virginia.gov. In honoring such requests, the Advisory Board will limit such comments to three minutes for each speaker. For additional questions regarding the meeting, please dial (804) 750-8714.

The Advisory Board on Teacher Education and Licensure (ABTEL) advises the Board of Education and submits recommendations on policies applicable to the qualifications, examination, licensure and regulation of school personnel including revocation, suspension, denial, cancellation, reinstatement and renewals of licensure, fees for processing applications, standards for the approval of preparation programs, reciprocal approval of preparation programs and other related matters as the Board of Education may request or the Advisory Board may deem necessary. The final authority for licensure of school personnel remains with the Board of Education.

About ABTEL

The board consists of 21 members appointed by the Board of Education.

  • Ten members of the Advisory Board shall be classroom teachers, with at least the following representation: three elementary school teachers, three middle school teachers, and three high school teachers.
  • Three members of the Advisory Board shall be school administrators, one of whom shall be a school principal, one of whom shall be a division superintendent, and one of whom shall be a school personnel administrator.
  • Four members of the Advisory Board shall be faculty members in teacher preparation programs in public or private institutions of higher education, who may represent the arts and sciences.
  • One member of the Advisory Board shall be a member of a school board.
  • One member of the Advisory Board shall be a member of a parent-teacher association.
  • One member of the Advisory Board shall be a representative of the business community.
  • One member shall be a citizen at large.
  • The Superintendent of Public Instruction and the Director of the State Council of Higher Education for Virginia, or their designees, shall serve as nonvoting ex officio members of the Advisory Board.  The Chancellor of the Virginia Community College System, or his designee, shall serve as an ex officio member of the Advisory Board.

Board members are appointed for three-year terms. No member may be appointed to serve for more than two consecutive terms.

The board meets five times per year or upon the request of the chairman or the Board of Education.

The members of the Advisory Board serve without compensation; however, the necessary expenses incurred in the performance of their duties are reimbursed by the Department of Education.
